STEP 1 : INFORMATION SESSION, TOUR, AND PERSONAL INTERVIEW
The Campus Tour and Information Session is an opportunity for both ASPIRA City College and the prospective student to exchange information they consider essential for assessing the fit and informed decision making.
- The prospective student completes a Confidential Questionnaire to provide information on previous education, employment history, career interest, and matters concerning readiness to attend college.

- The prospective student partakes in an informal Q&A, so questions and concerns are answered and addressed thoroughly.
- The prospective student may apply for admission after the information session or return at another time to do so.
STEP 2 : SUBMIT APPLICATION FOR ADMISSION
Candidate completes and submits Application for Admission. The admission representative will provide a computer terminal and assistance setting up the student dashboard, reviewing forms for completion, and finalizing the admission application.
STEP 3 : SUBMIT APPLICATION FEE
The candidate submits an application fee of fifty dollars ($50) payable by cash, check, money order, debit, or credit card.
STEP 4 : SUBMIT PROOF OF HS DIPLOMA | GED
The candidate presents documentation of a High School Diploma or equivalent general education diploma (GED). Original documents are returned to the candidate.
Academic Credentials That Meet Admission Requirement
- US High School Diplomas recognized by the Department of Education in the issuing state or a US Territory, including Puerto Rico, Guam, American Samoa, the US Virgin Islands, the Marshall Islands, or the Federated States Micronesia, or Palau.
- US General Education Diploma (GED) recognized by the Department of Education in the issuing state or US Territory. The credential must include both the certificate and transcript portion of the document.
- Commonwealth Secondary School Diploma recognized by the Pennsylvania Department of Education for completing high school homeschool curriculum.
- Foreign High School Credentials when accompanied by a translation to English and an attestation to US high school equivalency from an accredited credential evaluator. Academic credentials from the US territories do not require an educational credential evaluation. Fees associated with any translation and evaluation of foreign academic credentials are at the applicant’s expense.
- High School or GED Transcript from the high school or the Department of Education in the issuing state. Candidates may ask for a transcript to be sent by surface mail to Registrar, ASPIRA City College, 4322 North 5th St, Philadelphia, PA 19140 – OR – as an attachment to [email protected]
STEP 5 : ENTRANCE EXAM
The ASPIRA City College entrance exam, the Wonderlic Scholastic Level Exam (SLE), measures general ability and does not require advanced study. The Wonderlic Scholastic Level Exam (SLE) is a timed 12-minute assessment requiring a thirteen (13) passing score. Candidates are permitted three (3) attempts to meet the minimum score of thirteen (13).
STEP 6 : COMPLETE REGISTRATION INCLUDING AN ENROLLMENT AGREEMENT
The candidate completes and signs an ASPIRA City College enrollment agreement. If the candidate is under eighteen (18), a parent or legal guardian must also sign. Per their preference, candidates receive paper or electronic copies of all application and enrollment documents.

Candidate creates a personal login to establish a Student Dashboard from https://aspiracitycollege.edu/
- The Student Dashboard is the candidate’s password-protected home to My Admissions Application,My Financial Aid Application, and My Important Documents. My Important Documents is an electronic repository for all admissions and financial aid records from where the candidate can upload, download, and print.
- From the Student Dashboard, the candidates can complete each of the six (6) steps of the admissions application process, including paying the application fee, taking their entrance exam. They can also complete the six (6) steps in the Financial Ais process and link securely to outside Federal Student Aid Websites.
- Candidates can finish the application(s) in one session or stop, save, and return to exactly where they previously stopped.
- The Student Dashboard provides visual cues on progress to completion and the application status.
- Each Admission and Financial Aid Step is straightforward and offers easy-to-follow directions.
- Candidates can open a quick chat, call, or launch a virtual Zoom conference with a shared screen for assistance.
STEP 1 : COMPLETE AND SUBMIT APPLICATION FOR ADMISSION
If you have not done so already, we encourage you to review the ASPIRA City College Catalog and participate in a virtual info session. Complete and submit the Application for Admissions, which includes has six (6) sections and takes about thirty (30) minutes to finish from start to end.

STEP 2: SUBMIT REGISTRATION FEE
Submit the application fee of fifty dollars ($50), payable by credit card, debit card, or cash card available to purchase at most retail stores. A receipt is automatically generated and will include the following:
- The College Name
- The College’s Contact Info
- Your Name
- Payment Method
- Amount Paid
- Applied Program
- Program Start Date
STEP 3: UPLOAD A COPY OF YOUR HIGH SCHOOL DIPLOMA OR EQUIVALENT AND A RECENT PHOTO
The candidate provides documented proof of earning a high school diploma or equivalent by uploading a copy of it on the platform at Step 3 on Student Dashboard.
Academic Credentials That Meet Admission Requirement
- High School Diploma: The Department of Education in the issuing state or US Territory must recognize the academic credential. US Territories include Puerto Rico, Guam, American Samoa, the USS Virgin Islands, the Marshall Islands, the Federated States of Micronesia, or Palau.
- General Education Diploma (GED): The Department of Education in the issuing state or USS Territory must recognize the credential, and it must include both the certificate and transcript issued.
- Commonwealth Secondary School Diploma: The Pennsylvania Department of Education must recognize the credential for completing the high school homeschool curriculum.
- Foreign High School Credentials: An accredited academic credential evaluator must translate the foreign credentials to English and, along with it, provide an attestation n to US high school equivalency. Academic credentials from the US territories do not require an educational credential evaluation.

The candidate uploads a close-up, full-face, front-view, color photo that reflects their current appearance with either a neutral expression or natural smile. Candidates may use a selfie, and if applying online, upload the image directly from their mobile device.

STEP 4: ENTRANCE EXAM
The entrance exam measures general ability and does not require advanced study. A login and single-use PIN are available at the candidate’s Student Dashboard Step 4 to allow them to take their entrance exam, the Wonderlic SLE_Q, online.
What To Expect
- Wonderlic SLE_Q is an eight (8) minute timed exam.
- The passing score is thirteen (13).
- Candidates have three (3) attempts to achieve the minimum score.
- Exam results are available immediately.
- If retesting is necessary, ASPIRA provides a new single-use PIN for Exam access.
Helpful Tips
- Choose a quiet place to work undisturbed.
- Have scratch paper and two sharp pencils ready.
- Allow fifteen (15) minutes to get organized and read the directions carefully.
- Answer the sample questions before beginning the exam.
- Take a few slow, deep, calming breaths before beginning the exam.
- Answer questions in the order presented, starting with question one.
- Do not jump around.
- Move quickly –the score equals the number of right answers in the allowed time.
- Feel free to work out solutions on paper, but do not forget to enter the answer immediately.
When You Are Ready To Begin Your Exam

STEP 5: INFO SESSION | PERSONAL INTERVIEW
The Personal Interview can move up from STEP 5 in the Online Admission Process as an INFO SESSION when the candidate initially explores their interest. The INFO SESSION | PERSONAL INTERVIEW is an opportunity to exchange information both ASPIRA City College and the candidate consider essential for assessing the fit and informed decision making. Because a personal interview is an entrance requirement, the candidate must meet with an admission representative no later than Step 5; therefore, before ASPIRA City College decides to admit.

STEP 6: COMPLETE FINAL REGISTRATION INCLUDING AN ENROLLMENT AGREEMENT
The Commonwealth of PA Department of Education and the Accrediting Commission of Career Schools and Colleges require ASPIRA City College to complete an Enrollment Agreement with all enrolling candidates.
When all admissions requirements are satisfied, both the admitted student, the admission representative, and an ASPIRA City College official sign the agreement. If the student is under eighteen (18), a parent or legal guardian also signs. As is the case with all other admissions and financial aid documents, a signed digital version of the enrollment agreement is available in My Important Documents.
INTRODUCTION
ASPIRA City College admissions, student recruitment, and financial aid provide sufficient information to candidates for informed decision making. Should a candidate choose to cancel their application, ASPIRA personnel make every effort to develop solutions and resolve issues that may inhibit the applicant from attending the program for which they applied.
POLICY
The candidate, however, has the right to cancel their application. The application fee is fully refundable if the student requests cancellation within five (5) calendar days after submitting the application if no classes have been attended, no lessons completed, or materials used. The cancellation request must be in writing.
A request for application cancellation not made in writing shall be confirmed in writing by the student within an additional five (5) calendar days. The school may retain the full application fee after five (5) calendar days or ten (10) calendar days, absent written confirmation.
PROCEDURE
If the applicant is entitled to a refund, the Director of Admission or designee informs student accounts. Accounting refund within seven (7) business days of the approved notification.
INTRODUCTION
Conditional acceptance, also called provisional or conditional admission, is a time-limited application status that enables Early Decision applicants to apply on the condition that all admission requirements not met at the time of application are satisfied by a particular date. Conditional acceptance allows high school seniors and those in GED prep classes to apply for early decisions without submitting their academic credentials upon application.
POLICY
An Early Decision applicant must select a program start date that begins after their anticipated high school graduation or GED test date. ASPIRA holds a seat in the applied program for the early decision applicant, pending proof of the diploma or GED.
ASPIRA City College reserves the right to deny a conditionally accepted application from an Early Decision applicant if they do not provide their academic credential as agreed to or it becomes aware of material misrepresentation. If ASPIRA City College denies a conditionally accepted application, it will refund the application fee. Please refer to the policy, Denial of Admission.
POLICY STATEMENT
- As a college approved for veteran education benefits, applicants to ASPIRA City College’s Associate in Specialized Technology (AST) degree programs may apply for twelve (12) credits based on their military training or experience. ASPIRA City College follows guidelines for awarding credit for military experience established by the American Council on Education (ACE) and the Department of Defense (DoD).
- As the receiving institution, ASPIRA City College reserves the right to determine what credits, if any, it will accept for military training and experience.
- The Request for Credit for Military Training or Experience must be approved on or before the student’s start date, as identified on the enrollment agreement. If ASPIRA City College awards credits for military training or experience, tuition is adjusted accordingly.
- The candidate must be enrolled in one of ASPIRA City College’s Associate of Specialized Technology degree programs.
- Credits presented for consideration must originate from military training or experience substantially similar in content to the coursework in the program for which the candidate has applied.
PROCEDURE TO REQUEST FOR CREDIT TRANSFER
- The Director of Education reviews the submitted request and advises the Campus Director within five (5) business days.
- The Campus Director makes the final determination and notifies all parties of the decision rendered.
- The Director of Financial Aid calculates the tuition adjustment, revises the financial aid award, and reviews it with the student.
POLICY
ASPIRA City College reserves the right to deny admission to applicants under specific conditions. Applicants denied admission are permitted to reapply after six (6) months. Applicants who meet the minimum qualifications but are denied entry may appeal the denial to the Campus Director. Applicants denied admission, for any reason, receive a full refund of the application fee paid.
ASPIRA City College Reserves the Right to Deny Applicants Who:
- Do not meet educational requirements
- Cannot provide acceptable proof of high school graduation
- Do not achieve the minimum required score of thirteen (13) on the third entrance exam’s attempt
- Meet minimum requirements but based on misrepresentation or misconduct, may adversely affect ASPIRA City College and the College community
- Fails to meet the requirements of their Conditional Acceptance by not providing their academic credentials in good time.
POLICY
Within the limits of its ability and resources, ASPIRA City College admits only candidates who meet published entrance requirements, demonstrate the commitment to complete their selected program, and a reasonable likelihood of gaining employment in their chosen field. The College does not discriminate based on age, race, creed, political affiliation, religion, disability, gender, sexual orientation, or national origin.
APPLICANTS MUST
- Be beyond compulsory school age, therefore at least seventeen (17) years of age.
- Provide proof of a high school diploma or equivalent.
- Attend a personal interview (virtual or on-campus).
- Achieve a passing score of thirteen (13) on the College entrance exam, the Wonderlic SLE, or SLE-Q within three attempts.
- Submit a $50 application fee.
- Complete an application for admissions and related forms.
INTRODUCTION
The objective of New Student Orientation is to promote a successful student experience. New students are welcome to bring their family and friends to meet faculty, staff, and continuing ASPIRA City College students.
The Orientation agenda introduces the LRS Resources, first-trimester syllabus, course sequence, and their classrooms. Faculty and staff provide useful information on student services, career services, academic requirements, externships, current work-study opportunities, and review both essential policies and campus safety and security.
POLICY STATEMENT
Attending New Student Orientation is a required activity for students enrolled in campus-based programs. The event takes place during the week before the program start. If a student cannot attend New Student Orientation, they must discuss this in advance with their Admission Representative or the Director of Admissions for necessary accommodations.

ASPIRA City College provides a written Technology Disclosure to distance education candidates before applying for admissions to ensure they know the specific Internet, computer technology, and software necessary, the associated fees, and options they may exercise.
At their sole expense, students must provide high-speed internet service. They must either have or obtain a computer with minimum specifications to participate in learning activities, receive instruction, access materials, and communicate with their instructor. They may OPT-IN to acquire a laptop with minimum specifications and software through ASPIRA City College or OPT-OUT to supply their computer with the stated specifications.

STUDENTS OPTING-IN:
- Are informed they are fully responsible for the cost of high-speed internet service.
- Obtain a laptop computer and software with the stated minimum specifications from ASPIRA City College. The fees are posted to the cost of attendance for $1500 and are charged to the student account once activated.
- Are informed shipping fees are added to the technology fee in the cost of attendance and charged to the student account once activated.
- Is expected to complete New Student Orientation assignments within 48 hours or return the laptop unused to ASPIRA City College.
- Who cancel their application after accepting delivery or using the laptop for New Student Orientation Assignments are responsible for the full technology fee.
- Who then lose, damage, or have their laptop stolen are responsible for its replacement cost, which posts to their student account. That cost is $1500 plus shipping.
STUDENTS OPTING-OUT
- They are informed they will not receive a computer provided by ASPIRA; therefore, they are responsible for purchasing a computer and software that meets specifications before New Student Orientation Part 2. Orientation Part 2 takes place on a scheduled day during the week before the program starts.
- Are obliged to demonstrate technology readiness before New Student Orientation.
- Are informed that if planning to accept FSA and intend to submit a computer voucher, they must provide ASPIRA City College the receipt for the newly purchased computer before the first day of class, and
- may receive funds for the cost of the computer listed on their account ledger
- authorize ASPIRA to pay this Opt-Out Computer Voucher using their financial aid
- understand that financial aid funds may not cover all tuition expenses or be available to reimburse an opt-out computer’s costs.
PROCEDURE
- Candidates are provided a technology disclosure in their application packet. The disclosure details the technology requirements, options, fees, and obligations for informed decision-making before they apply;
- Through their signatures on the disclosure, candidates advise ASPIRA City College that they understand the technology requirements, their obligations, and their preference to opt-in or out;
- To ship the laptop to candidates who opt-in, they must first be an admitted and enrolled student and;
- Must have completed Steps 1 through 4 in the ASPIRA City College Financial Aid Application process;
- When the above admission and financial aid requirements are satisfied, ASPIRA City College will ship the laptop to the candidate.
Graduation from ASPIRA City College does not require passing any third-party certification exams. Taking a certification exam is optional and voluntary. However, where third-party certifications are available, ASPIRA City College strongly recommends that its graduates acquire industry-recognized credentials when available.
ASPIRA City College satisfies educational requirements set by credentialing bodies entitling graduates to sit for the credentialing exams. The credentialer regulates eligibility requirements to sit and pass their exams along with policies and fees. It is free to change those requirements at their discretion without prior notification to ASPIRA City College.
POLICY
Payment of fees associated with the certification process is the responsibility of the graduate taking the exam. Graduates must be considered certification exam fees, an out-of-pocket expense not covered under the enrollment agreement. The College does not directly or indirectly imply the student opting to take a certification exam will pass.

POLICY
The ASPIRA City College Credit Transfer Policy establishes a fair and operative guideline for making credit acceptance decisions. This policy applies to candidates applying to the College’s Associates in Specialized Technology Degree programs seeking approval for credit earned in previously attended higher learning institutions.
The maximum transfer of credits permissible for advanced standing is limited to twelve (12) credits. As the receiving Institution, ASPIRA City College reserves the right to determine what credits, if any, it will accept for transfer. The listing of credits received for equivalent courses from another higher education institution does not imply transferability of credit to ASPIRA City College.
The Request for Transfer of Credit must be approved on or before the student’s start date as identified on the enrollment agreement. ASPIRA City College will not accept a Request for Transfer of Credit beyond the first week of the program after the student’s start date.
PROCEDURE
- Submit a completed Request for Transfer of Credit Form with an official school transcript, course description and catalog from the issuing institution.
- Director of Education reviews the request and makes a credit acceptance recommendation to the Campus Director within five (5) business days.
- The Campus Director makes the final decision and notifies all parties of the decision rendered.
- The Director of Financial Aid calculates the tuition adjustment, revises the financial aid offer letter, and reviews the plan modification with the student. The Director of Financial aid adjusts all paper and electronic records.
POLICY STATEMENT
Acceptance of credits by any institution other than the granting institutions is at the receiving institution’s sole discretion. ASPIRA City College makes no representation concerning the transferability of any credits earned at the College to any other institution.
Students choosing to attend ASPIRA City College should assume the post-secondary diploma or Associate in Specialized Technology (AST) degree earned is a terminal credential, and credits earned will not be accepted for transfer by the receiving institution. Accreditation does not imply or guarantee that credits earned at an institution will transfer to another institution.
CONDITIONS
- The candidate must first be enrolled in one of ASPIRA City College’s Associate of Specialized Technology degree programs to apply for transfer credits.
- The candidate must complete the admissions process and the application accepted before the College evaluates a transfer credit request.
- Credits presented for transfer must originate from courses previously taken at an accredited post-secondary institution.
- The credits presented must be substantially similar in content to the coursework in the program for which the candidate has applied.
- The candidate must have earned a grade of a “B” or better for transfer credit consideration.

- Submit a completed Request for Transfer of Credit Form with an official school transcript, course description and catalog from the issuing institution.

ASPIRA City College’s policy and procedure for student complaints are as follows; If a student has a complaint, grievance, he or she should direct questions to the Campus Director. If a student does not feel that the College adequately addressed a complaint or concern the student may consider contacting the Accrediting Commission for Career Schools and Colleges. Complaints must be in written form with permission from the complainant for the Commission to forward a copy to the College for a response. POLICY
ASPIRA City College attempts to contacts individuals who have provided their phone number(s) to respond to their inquiries. The College complies with state and federal Do Not Call Laws and Regulations.
- ASPIRA does not make calls before 8:00 AM or after 9:00 PM.
- It does not use automated dialers or make robocalls.
ASPIRA representatives call prospective students, students, and graduates for a period established by the state on the National Do Not Call Registry based on an established business relationship between the company and the individual or from whom the company has written permission to contact.
ASPIRA City College electronic inquiry forms require written consent to contact by phone, text message, email, or mail. Inquiry form-fills include the following statement and a check box granting permission to contact.
- By completing and submitting this form, I understand and authorize ASPIRA City College to contact me by phone (both landline and mobile) or text message, email, or mail.
PROCEDURE
If a consumer does not check the consent box, the inquiry is not transmitted. The inquirer receives an auto-prompt message to provide consent. If the inquirer does not authorize contact by checking the consent box, the query fails. Consent data is stored electronically with inquiry-specific details on the back-end of the ASPIRA City College website. Outbound calls to inquirers cease three months from the date the query was received or sooner if the inquirer requests no further calls. If the inquirer makes a DO NOT CALL request, the ASPIRA representative toggles DNC in the inquirer’s CRM record.
Applicants to ASPIRA City College provide written consent to call and consent to be called and to receive voice mail messages in Part E of their Application for Admission. Consent may be amended or rescinded.
Family Education Rights and Privacy Act (FERPA)
INTRODUCTION
The Family Educational Rights and Privacy Act (FERPA) is a federal law regarding student information and records privacy, both digital and paper. All institutions that receive funds administered by the USS Secretary of Education are subject to FERPA. The law compels educational institutions to safeguard student privacy, primarily protecting Personally-Identifying Information (PII), releasing student information, and accessing these records.
POLICY
ASPIRA City College will not provide personal information to a third party unless authorized to do so in writing by the student. The restriction applies but is not limited to parents, legal guardians, spouses, partners, or sponsors. Students may grant ASPIRA City College permission to release information to a third party by submitting a FERPA Waiver and Student Information Release Authorization. Students may amend FERPA third-party exceptions at any time, given verification of their identity.
TO RELEASE INFORMATION, ASPIRA REQUIRES:
- The third party’s name and other identifying information to be on record as a FERPA exception.
- The request to occur before the expiration of the release.
- The third-party to provide the personal code the student creates and provides to FERPA-identified parties.
- The student to authorize ASPIRA to provide the third party with the type of information being requested.
UNDER FEDERAL LAW, STUDENTS HAVE THE RIGHT TO:
- Review or inspect their education records within 45 days of the institution receiving an access request. The student must submit a written request to the Campus Director and identify the part of the record they wish to inspect.
- Request an amendment to records they believe are inaccurate, misleading, or otherwise violate their privacy rights under FERPA. The student must submit a written request, identify the part of the record they want to change, and provide factual support. If ASPIRA City College does not amend the record, it will notify the student of their right to a hearing and necessary procedures.
- Determine those third parties, if any, ASPIRA City College may disclose PII to and the type of data it has consent to disclose, except to the extent that FERPA authorizes internal disclosure to school officials without consent. All students complete a FERPA form during Step 6 of the College’s admission process.
- Under the FERPA exception, ASPIRA City College may disclose information from the student education record to school officials with legitimate educational interests without a student’s prior written consent. ASPIRA City College’s admissions, financial aid, student service, career service, academic, administrative, and managerial personnel have a legitimate educational interest in the student and are exempt under FERPA. Also exempt are persons or companies with whom ASPIRA City College may contract with agents to provide relevant services. Under the FERPA exception, City College may send a transcript to any school or college the student seeks admission to without consent.
- If a student has an unsatisfied grievance, they may file a complaint with the USS Department of Education concerning alleged failures by the College to comply with the requirements of FERPA.

POLICY
ASPIRA City College does not purchase lists to send promotional emails to prospective students. It emails prospective students in response to their inquires and requires consumer consent. Given written consumer consent, ASPIRA City College sends surface mail, email, and text messages to inquirers, applicants, current students, withdrawn students, and graduates to provide news, updates, and information on programs and services. That consent can be amended or rescinded at any time.
- ASPIRA City College’s electronic inquiry forms require written consent to contact by phone, text message, email, or mail before the inquiry is submitted.
- All emails and text messages sent by ASPIRA City College identify the College and provide phone, text, and email contact information.
- Email and text messages sent to prospective students by ASPIRA City College use curated content and graphics preapproved by the College communication department for compliance.
- Text and email messages to prospective students send through the College’s Student Relationship Management System. A record of email and text messages sent is preserved permanently as an archive in the system.
- ASPIRA City College sends text messages to inquirers within the first 30 days of their inquiry unless otherwise requested. It does not send text messages after the initial 30 days unless they request continued communication.
- ASPIRA City College sends curated promotional email messages to inquirers within the first eighteen months of their inquiry unless otherwise requested.
